Conrado G. Dumlao, also known by most of his friends and colleagues as “Rading or Conrad”, had made a successful business of other people’s need for security and information.  He had skillfully converted his five-year training and experience in the military intelligence into a commercial intelligence. He had been in the private detective and investigative business for 48 years, 20 years of which were in the U.S.

His advocacy to eradicate fraud and dishonesty in the workplace as well as his passion for networking inspired him to join in numerous organizations in the US. Hence, he was named as the “First Filipino” to become a member of the following associations in the US:

Ø  World Association of Detectives (WAD)
Ø  American Polygraph Association (APA)
Ø  Association of Certified Fraud Examiners-International (ACFE)
Ø  American Society for Industrial Security (ASIS)

He became very active in the security and detective industry. He also devoted time in sharing his intellectual wealth with his colleagues in the industry. He humbly aspired to bring the technology from the US to the Philippines. Thus, he founded and pioneered in several associations in the country. Among these associations are the following:

Ø  Federation of Industrial Security Organizations of the Philippines (FISOP)
Ø  American Society for Industrial Security-Philippine Chapter (ASIS)
Ø  Philippine Society for Industrial Security (PSIS)
Ø  Association of Certified Fraud Examiners-Philippine Chapter (ACFE)
Ø  Association of Hotel Security Officers of the Philippines (AHSOP), now AESSCCI
Ø  Association of Professional Detectives and Investigators, Inc. (APDI)

His professional career started with a great educational foundation. He finished a degree in Bachelor of Science in Commerce at the University of Santo Tomas. Through his dynamic leadership, he was the Corps Commander of the UST-ROTC Class ’55. His life was full of challenges. As a businessman, he never stopped learning. He obtained a Master’s Degree in Business Administration at the Ateneo de Manila University and later received his Doctor of Philosophy at the Philippine College of Criminology.  For his professional training in detection and investigation, he also studied in the U.S.  Hence, he became an Active Professional Lie Detector Examiner, a Certified International Investigator, a Certified Protection Professional, a Certified Fraud Examiner, a Certified Security Professional, a Certified Private Detective and an Accredited Training Director by TESDA & the PNP.

He had touched so many lives in his cheerful and loving ways from his professional colleagues to his social friends and acquaintances. He was noted to be a great man, a very loving and faithful husband, a loving father, a good mentor, a very prayerful and a generous person. He shared his blessings, talent and intellect to everyone. He was a forgiving and a jolly person. He really knew how to make everyone smile and laugh in his own little way. He had inspired a lot of people with his speeches and lectures. Capt. Conrado G. Dumlao was known as “The Captain of Professional Detectives.”

His legacy lives on. He was the President of Truth Verifier Systems, Inc. (TVSI) for 48 years. This company, which he founded, specializes in lie detector (polygraph), detective and investigative services. Its clientele include private and public agencies.  TVSI is an ISO Certified Company and was awarded by the Philippine National Police as Hall of Fame Best Private Detective Agency. It was the most consistent awardee during the years 1999, 2006, 2007 and 2008. The firm operates all over the Philippines and in the U.S.
